Handlebar shim plastic 27.0 to 31.8

For usage of 27.0 handlebars in 31.8 oversize stems.

To our knowledge, SQlab is the only handlebar manufacturer making 27.0 handlebars. This means the handlebar shim will only fit the SQlab handlebar range with 27.0 mm diameter.
